benchmarking as a strategic tool

We believe that benchmarking should be positioned as a strategic tool used for supporting and developing strategic plans. We see it sitting at the top of the organization to assist with business decisions rather than just representing a group of KPI's in a vertical organization. I would like some feedback from those of you using benchmarking as a strategic tool along with opinions on this approach.
