The Resource Strategy, Design and Planning is responsible for the definition of the resource strategy at the company level. This function takes into account a list of inputs to determine the need to implement new resources, to modify or replace existing resources or to remove them. As inputs, the function can use the following information: <br/>• The existing context of the company with available services and resources (network, PFS)<br/>• The data produced by the Resource Usage Analysis function and traffic and geographical evolution analyses<br/>• The performance and test results of existing resources or in test resources (like POC to validate a new technology)<br/>• The new technologies that are developed in the industry <br/>• Marketing constraints concerning the date of opening for a new service that requires evolution at the resource level <br/>• The cost of the existing and new technologies with benefit evaluation <br/>• The possibility to share resources with third parties/partner <br/>• The service strategy already defined in a top down process (service driven)<br/><br/>Following the definition of the service and resource strategy the Resource Strategy, Design and Planning function updates the resource design by requesting the modifications (creating, updating, deleting) of the resource specifications to the resource catalogue and thus the evolution of the available technology solutions.<br/><br/>Finally, the Resource Strategy, Design and Planning function provides a high level planning of the resource strategy implementation taking into account the service strategy plan. The strategy planning can take into account constraints (like legal constraints or the need of validation by authorities) and notify other companies, local authorities or governments of the chosen strategy, for example the choice of FTTH technology versus VDSL.<br/>
