   Accelerated Service Centric Autonomous Network Operations.

   Slide 2:

   This Catalyst project empowers the CSP Champions to Accelerates CSP
   Digital Transformation Journey to Service Centric Autonomous Network
   Operations for Competitive Customer Experience, Operations Excellence
   and Revenue Growth.

   The Project Adopts the TM Forum 3 Missions for CSP Digital
   Transformation:

   1) Composable & IT Ecosystem

   2) Data & AI Innovation

   3) Autonomous Network Operations.

   Champions STC Bahrain, Vodafone Turkey, Indosat Ooredoo Hutchinson and
   Hong Kong Telecom (HKT).

   Supported by Participants Innovative Solutions by Huawei, Hayat and
   Core9AI and integrate them into Autonomous Networks

   Slide 3:

   Traditionally O&M is based on Human approach (dependent on their
   knowledge and experience) to detect and resolve any network issues.
   This approach can not cope with the trend of more complicated
   networks, network SCALE and the demand for new network services in the
   future.

   We need to Transform from Network Centric to Service Centric to
   automate operations and to empower the Champions in their Digital
   Transformation to Accelerate Service Centric Autonomous Network
   Operations (ASCANO) to meet their R.I.S.E (Revenue, Innovation,
   Satisfaction and Experience) differentiated business objectives:

   1.For HKT, how to leverage GenAI to foster Proactive Customer
   Experience Optimization? Focus on Reducing customer compliant volume
   and Improving FCR (First Call Resolution).

   2.For STC, how to drive Dynamic VIP User Assurance to increase
   Revenue? New Revenue – Proactive Customer Experience Monetization

   3.For IOH, how to leverage DTN to Improve Transport Resilience and
   Develop Latency-Oriented B2B Services? New Revenue - “Latency as a
   Service” and Reduced Traffic Loss

   4.For Vodafone, - How to Prioritize Customer Centric Operations to
   reduce Revenue Loss and Drive Proactive Customer Care? Reduced Traffic

   STC mission to EVOLVE from Network Centric to Service Centric
   supported by NOC & SOC & CRM Collaboration Platforms. EVOLVE stands

   This NOC, SOC & CRM Collaboration enables output VALUE to Monetize
   Proactive Customer Experience by increasing VIP ARPU through Churn
   Reduction 12%, Package Upgrade 24%, FWA User Growth 9%.

   NOC, SOC & CRM Collaboration created List of impacted users
   prioritized by VIP user due to RAN Site/Cell outages, KQI (experience)
   degradation detected on site together with the top XX worst
   user/cells. This triggers NOC Fault management, and SOC Service
   Quality management to analysis the service impact and gauge
   compensation using Algorithm and text compensation message to be
   issued to VIP customer.

   A Service Impact list sorted by VIP prioritization is notified to
   Customer Care Centre to be aware as VIP may call Customer Care Centre
   – Proactive Customer Care.

   This approach streamlines anomaly detection and correlation for event

   3. LLM triggers fault simulation, enabling root cause analysis and
   assessing service impact and Compare vector database access with
   historical patterns. Co-pilot showcases the value of integrating GenAI
   with Operations, leading to significant improvements in efficiency,
   accuracy, and customer satisfaction.

   4. Co-pilot translates to human-readable language to recommend
   Next-best Actions. The Co-pilot is an agent that assists Operations,
   while the Operations Expert remains in charge as the pilot

   Slide 13 VODAFONE POC 4: Service Oriented Operation: Innovative
   Solution:

   When a Network Fault is raised in the NOC(AUTIN) , the SOC(Smartcare)
   start a service impact assessment for affected users in the site/cell
   using the Smart Data Cube and Rule Engine to consume and correlate the
   SmartCare and AUTIN data. On the right-hand side is the deeper look at
   the flow of how these affected users are identified and passed back to
   the NOC to re-prioritize the Alarms based on Service Impact.

   Key Innovation is identifying the experience-based users based on Data
   KQI for Voice and Data. Comprehensive holistic view of whole site,
   affected site outage and the neighbouring cells are factored into the
   analysis. Flexible Rule engine for affected user experiences in
   different scenarios.

   Slide 14 VODAFONE POC 4 Service Oriented Operation: From Network to
   Service Centric

   Furthermore, the Work Orders sent to FMEs are reprioritized leading to
   fast experience issue/network fault identification (MTTR reduction)
   and Traffic Loss estimation. The affected user list is sent to the
   Customer Care (CC) centre for proactive customer care – information
   ahead of time of customer ringing CC centre leading to Churn Rate
   reduction, improved NPS. Lastly, when the site/cell is interrupted
   “service keep alive” solution is used to help migrate users with poor
   experience if possible to the neighbour cells to restore the service
   asap.

   Slide 15 VODAFONE POC 4: Interactive Demo

   Shows DaVinci Service Centric Operation, NOC-SOC Collaboration to
   support work order re-prioritization. As part of the 1st Storyline,
   the Network Alarms in the NOC are sorted by Critical and Major Faults.
   Then the engineer selects Service Impact Analysis using the SOC to
   generate the list of the affected users experience KQI based on Voice
   and Data. This affected user list is sent back to the NOC to
   reprioritize the Alarms based on priority weighting (for the site and
   number of impacted users). Next the engineer selects Auto Diagnose
   function to Root Cause the problem and if necessary Auto Dispatch the
   Work Order to the Field Maintenance Engineer (FME) who receives the
   notifications on their mobile app.

   In the 2nd part of the Storyline the Affected User List is sent to the
   Customer Care where Vodafone notify their Customer through their
   Customer App e.g. Vodafone ToBi App with a notification such as “Dear
   Customer, we apologize for the inconvenience cause by the failure of
   our base station. As a gesture of goodwill, we have provided you with
   5GB of Free Data valid for 1 week. Thank you for your understanding”

   Slide 16 VODAFONE POC 4 Business VALUE of Intelligent Service Impact
   using VOF

   This slide shows the Business VALUE Before and After the Solution of
   the POC in the city of Izmir for 3milllion subs accounting for 12% of
   total subs. in Turkey, across the dimensions 1) MMT-Resolution, where
   a people were saved in OPEX leading to a b% and €c k per year savings,
   2) Customer Complaints reduced number of calls by d k additional
   calls. Reduced OPEX by €e k per year, 3) Service Impact Total Traffic
   savings secured Revenue of €f k per year and 4) Customer Experience
   Impact g% Churn Rate reduction giving a secured customer lifetime
   value of €h k per year, with increased network NPS. Overall for the

   ► The Challenge

   Established communications service providers are finding it difficult
   to sustain growth through their core network operations alone, as
   mature markets see limited potential for increased revenue and income.
   Constant heavy investments in networking capabilities will not support
   long-term business success.

   Instead, CSPs must seek out new growth avenues by diversifying into
   areas that can generate sustainable growth and fresh revenue streams
   for the future. As resources become tighter, strategic and effective
   investment has become a critical strategic priority.

   While some CSPs recognize the need to look beyond traditional telecom
   for expansion opportunities, determining the best directions and
   sectors to invest in new "blue oceans" is challenging. With core
   telecom facing saturation, CSPs must carefully evaluate prospective
   new business domains.

   Thorough research is needed to identify expansion options that
   maximize current strengths and tap promising trends, while minimizing
   risk. Simply diversifying into unrelated fields risks large

   By applying the WISE approach, Telkomsel believe that CSPs must
   balance network costs and operations to survive. With 85% global
   smartphone adoption, adding customers is no longer viable. Remaining
   competitive

   already seem streamlined and effcient. An autonomous network solution

   This Catalyst team used and contributed XX+ TMF assets.

     * Apart team-mates leading two members projects (DT4DI, ODE,),
       members also actively use and contributed to TMF assets that
       related to multiple TMF members projects (e.g. ODE, ODA, DT4DI,
       AN, AIOps).

     * We believe the long-term sustainability recipe shall combine value
       creation & measurement (e.g. DT4DI, ODE, ) with autonomy and
       efficiency (AO) in the context of the TM Forum ODA framework.

   Initially, the goal of developing the WISE framework was to help
   telecommunications companies make strategic investment decisions
   focused on sustainably growing their core services. This included
   advising on investments in network infrastructure and
   telecommunications technology upgrades. However, it was recognized
   that the WISE approach could provide value beyond a single sector. It
   could guide companies in identifying new business directions and
   opportunities for diversification.

   In other words, the WISE investment evaluation method was designed to
   be applicable across all types of companies, not just those in
   telecommunications.

   CSPs face growing challenges in driving business growth while managing
   increasingly complex operations. Current siloed AI deployments limit
   efficiency, hinder ROI assessment, and create barriers to staff
   engagement with AI. The rise of Large Language Models (LLMs) and AI
   agents presents a transformative opportunity to address these
   challenges. However, they also present unique technical obstacles,
   such as reconciling the deterministic requirements of applications
   with the inherent uncertainty of LLM outputs, enhancing LLMs' accuracy
   in complex task planning, and improving their ability to continuously
   reflect and adapt during execution.

   Participating operators and vendors have reached an industry consensus
   that LLM-based AI agents are the key to tackling these issues. They
   also point out that operators need a systematic approach to guide the
   application of this advanced technology in production to achieve goals
   such as improving operational efficiency, enhancing customer
   experience, and exploring rapidly evolving demands, ultimately
   reaching a new level of autonomous operations.

   This innovative project pioneers the introduction of an LLM-based AI
   agent implementation framework and technical architecture, promoting
   the seamless integration of LLMs and AI agents with telecom operator
   processes. The implementation framework includes the VOF value model
   and execution system, adhering to industry standards such as ODA,
   AIOps, DT4DI, and AOMM, ensuring scalability and adaptability in
   telecom business cases. The technical architecture applies the
   operator's digital twins and domain knowledge to large model training.
   The framework proposes the use of engineering methods to effectively
   reduce AI agent hallucination and lower the threshold for business
   personnel to write agents, greatly improving the reliability and
   usability of AI agents and making them applicable to multiple value
   streams in telecom operations, maintenance, and customer experience
   management.

   In this project, China Telecom and HKT conducted pilots in areas such
   as broadband home self-service, customer complaint handling, and VVIP
   user experience assurance, achieving tangible results in operational
   efficiency improvement, operational cost savings, and customer
   satisfaction enhancement. Operators plan to extend the solution to
   support a wider range of areas, including new business development,
   stable and secure operations, operational efficiency improvement, and
   green energy-saving initiatives. This project sets a new benchmark for
   best practices for other telecom operators and vendors. Furthermore,
   participants are actively collaborating to participate in TM Forum
   standard construction, promoting broader industry cooperation and
   encouraging more partners to embark on this transformative journey
   together.

   How will the success of the solution be measured?

   The main benefits of our product are, firstly calculating accurate
   per-technology traffic forecasts (3, 6, 12, 18, 24,... months down the
   line) and secondly optimizing the network rollout plan to serve that
   future demand.

   To measure success of the traffic forecasts, we track deviations
   between our traffic forecasts and the actual traffic demanded per site
   and technology over a period of time.

   To measure the success of the rollout plan, a naive approach would
   focus on a comparison of the optimization algorithms, comparing the
   Smart CAPEX-optimized rollout plans versus rollout plans calculated by
   other approaches (more simplistics approaches such as Golden Sites or
   manual rollouts calculated by the CSP’s Network Planning teams). This
   has the advantage of being an objective, simple to calculate metric.
   This would be a typical lab measurement, and it would be a typical
   “engineering” approach.

   However, we strive to go beyond this and provide a holistic view of
   how successful our tool and our methodology are. We can not simply
   focus on the mathematical elements of the solution while ignoring the
   market environment, we are not operating in a vacuum: Calculating an
   optimized rollout for a traffic that is not there brings no benefits
   to the CSPs. We need, firstly, to build an accurate traffic
   projection, and only then we should focus on how good our optimization
   algorithms are.

   Looking at previous deployments in several countries, AI-ML Smart
   CAPEX unlocks CAPEX and OPEX efficiency gains of 15-20% on the new
   Network investments and a significant OPEX saving on the existing
   Network Infrastructure.
